Systems Engineering (SE) manager responsible for assuring the technical quality, proper estimating, establishing and using metrics to evaluate performance, appropriate earned value, and adequate staffing for the Requirements Development, Management and Verification (RDMV) activities for the High Altitude, Long Endurance (HALE) Program. HALE RDMV duties will focus on efficient, hands-on management of a RDMV staff in a collaborative environment with multiple program derivatives and customers as well as providing leadership and staffing for unplanned short term assignments that require highly independent and motivated staff. The HALE RDMV staff will be assigned to multiple projects tasked with establishing and managing multiple technical baselines through definition of high-level performance requirements and verification methods, subsequent analysis, decomposition, and derivation of functional requirements, allocation of those lower-level requirements to physical and functional architectural elements, and tracking them through design, verification, integration, and operational validation. The Manager is also a member of the Systems Engineering Functional Homeroom organization.Homeroom duties include resource planning and staffing; staff development, including skills training and career support; performance management and issues resolution; and the composition, deployment, measurement and improvement of tailored, SE RDMV processes and procedures in a CMMI-compliant enterprise. Basic Qualifications: BS in a technical field and a minimum of 9 years of related experience. Candidate must have excellent communication, people and leadership skills along with experience in establishing, monitoring and reporting earned value performance metrics. DoD Secret Clearance Required. Preferred Skills: experience with requirements database tool such as DOORs. Security Clearance Required.
