As member of the Integration & Test IPT of the Missile Defense National Team for Command and Control, Battle Management, and Communications (C2BMC) (aka National Team B), the System Test Analyst will characterize the performance of assigned C2BMC capabilities/functions in large-scale multi-system testing events through analysis of data from those tests. The System Test Analyst will:
Be the Subject Matter Expert for the System Test team in one or more assigned C2BMC functions, and apply that expertise to the missile defense system test execution.
Work with a multi-contractor team, multiple test and acquisition organizations, and the warfighter community, both locally and at other locations, to conduct assigned analyses of system-level test data.
Work with Event System Engineers as they develop event objectives and assess event results.
Under the leadership of the NTB Event Analysis Integration Lead: conduct/participate in pre- and post-system test quantitative and qualitative analysis of C2BMC s/w and h/w component performance and system capabilities (in both stand-alone and Joint Analysis Team venues); identify data needs and develop data collection plans; conduct event data reduction, and Root Cause Analysis of performance anomalies; contribute to post-event quick-look reports, preparation of test reports, and the briefing of C2BMC test results to all levels of contractor and government management in the local area and at other locations.
Travel is expected to average 1 trip per month. Some non-standard work hours are likely.
The Basic Qualifications for this position are:
5-9 years experience directly related to this position.
Technical BA/BS (Engineering, Computer Science, Math, or Physics).
Active Secret security clearance.
Required Background Experience: Candidate must have working knowledge of DoD test methodologies and associated test tools. Candidate must have experience accomplishing the following tasks both independently and in a team structure: Develop test analysis plans, including associated data collection requirements, based on decomposition of event objectives into success measures; identify required analysis resources (personnel, assets and facilities); execute an analysis plan as a member of an event analysis team; participate in the execution of a test; conduct post-processing and quantitative/qualitative analysis of collected data; analyze anomalous behavior; generate test results from analysis results; and, present the test results orally and/or in written format (e.g., slides, annotated slides, test report document). Candidate must have good written and verbal communication skills.
Technical Skills Required: Preparation and execution of test data analysis plans both independently and as member of small team. Performance of both quantitative and qualitative analyses using a variety of data types (message logs, track files, displays, etc.). Knowledge of and ability to analyze data associated with one or more of the following C2BMC capabilities/functions: RF sensor management/control; ballistic missile track management (propagation, impact point estimation; association, etc.) and track dissemination/forwarding, situation awareness; communications; battle/engagement coordination; interfaces/interoperability. Test execution as part of a test team. Manipulation of large data sets; application of statistics and analysis methodologies to those large data sets. Synthesis of analysis results into information. Documentation/presentation of analysis results. Ability to develop/modify and use analysis tools. Ability to use scripting languages (e.g., Java, Perl, C++) to create analysis tools. Use of all components of Microsoft Office. Ability to communicate detailed technical test results to both other team members and senior program personnel (Government and industry).
The Desired Qualifications for this position are:
Technical MA/MS (Engineering, Computer Science, Math, or Physics).
Desirable Background Experience: Experience in an environment involving multiple, overlapping test events (e.g., reporting on a completed event while planning a future event). Working effectively and cooperatively with technical personnel both from within and external to the program. Experience with or proficiency in any of the following technical disciplines: command and control systems; missile defense systems (operational, e.g., GMD, Aegis, Patriot; developmental, e.g., THAAD); message formats (e.g., VMF, TADIL-J); post-processing of message-based test data sets (e.g., log files; track files with state vectors and covariance matrices); Unix OS; off-the-shelf analysis/statistical packages such as MatLab, STK.
