Where Technology and Teamwork come together... Northrop Grumman Information Systems sector is seeking a Program Manager to join our team of qualified, diverse individuals. This position will be located in Colorado Springs, CO.
The qualified applicant will lead Northrop Grumman's Joint Space Operations Center (JSpOC) Mission System (JMS) contract.
The JMS will provide an integrated program of Space Situational Awareness (Environmental Effects, System Status & Characteristics, Space Intelligence Preparation of the Battlespace (SIPB), Sensor Tasking Network Optimization, Space High Accuracy Catalog (Obs Correlation/Lost Obj), Conjunction Processing and Maneuver Detection &Processing); Space Threat Characterization (Attack Detection, Attack Characterization, Attack Attribution, Attack Impact and DCS Response Options) and Space Command and Control (Warning, Assessment, COA/Planning, Operational Level Tasking and User-Defined Operational Picture (UDOP).
The Program Manager will
Support daily execution of the JSpOC program within the Integrated C3I Operating Unit.
Be a recognized expert in the JSpOC mission and its associated support to defense, civil and commercial customers.
Represents the JMS program as the prime internal and external contact on contracts or operations with the government customer.
Conducts briefings and technical meetings for Senior corporate management as well as customer representatives.
Interacts with equivalent-level managers concerning matters of significance to the company.
Has regular interaction with director & VP-level customer management; has regular interaction with senior customer representatives.
Manager/leader whose decisions affect the financial, employee, or public relations perception of the government customer.
The program focal point accountable for results that impact the performance of the mission and success of the program's objectives.
Responsible for the successful operation of all program objectives and activities specifically those of major significance to the successful accomplishment of government objectives.
Responsible for overall program budgets, schedules, and performance standards.
Directs and controls the activities of all program activities through functional area leads and managers. Responsible for establishment of organizational structures and supervisory relationships, subject to top management approval.
Required Skills:
Extensive understanding of the mission performed by the Joint Space Operations Center (JSpOC) at Vandenberg AFB, understanding of the command relationships between the JSpOC, 14th AF, JFCC-SPACE, USSTRATCOM and Air Force Space Command.
Extensive understanding of the Command and Control (C2) challenges facing the JSpOC and the interface requirements with applicable organizations, coalition partners, commercial entities.
Experience working a large systems integration effort resulting in successful accomplishment of government requirements and objectives.
Knowledge of the systems supporting the JSpOC in its performance of assigned missions.
Strong interpersonal and leadership skills necessary to represent the JSpOC program with the customer executive management ensuring alignment of integration activities with the customer requirements.
Effectively interact with other members of the JSpOC team to optimize program strategies in support of customers goals and objectives.
Provide leadership over JSpOC program activities supporting the customers including strategy development, budget and cost management, proposal development, product and service acquisition and delivery, teaming relationships and communication activities thereby ensuring timely and cost effective delivery, and customer satisfaction.
Basic Quals:
Active TS/SCI clearance
Bachelors Degree in a related discipline with 20+ years of experience; Master's degree preferred
The candidate must possess excellent communication and presentation skills
Security Clearance Required.
