Northrop Grumman Technical Services is looking for a Staffing Manager for North America to manage the company's human resources operational staffing and planning functions. This seasoned professional will have a talent management mindset and proven track record for strategizing, sourcing, screening and delivering high quality and engaged talent within a fast-paced work environment. The ideal candidate will also have a proven track record managing a Staffing organization
Responsibilities
Ensures company's staffing policies and procedures are in compliance with government regulatory requirements.
Identifies and maintains contacts with external recruiting sources; oversees maintenance of internal resume tracking system, and ensures consistent corporate image throughout recruiting campaigns.
Develops and implements recruiting plans to staff open requisitions while minimizing cost per hire.
Responsible for managing a staffing team for a specific business group using strong proven management techniques that will yield superior performance and results.
Build integrity, partnerships and trust within and between the recruiter workforce, program manager and the customer.
Build a staffing organization that provides world class customer service.
Work with changing complexities within the Staffing organization and being able to adapt and offer creative resolutions.
Accountable for the business group staffing budget, to include travel, job fairs, and recruiter training.
Coordinate all recruiting activities for a NGTS Business Group HR Director
Qualifications:
A Bachelors Degree is preferred.
Experience supporting staffing requirements of Life Cycle Optimization and Engineering Group.
Proven experience managing the full life cycle talent acquisition strategy to include: short and long-term recruitment planning, resource allocation and deployment, hands-on management of the recruiting team, performance metrics reporting, and EEO compliance.
A forward results oriented thinker with visionary goals.
Seven or more years of government and defense contractor staffing experience with a minimum of three years management experience.
Familiarity with US military organizational and rank structure and international recruiting experience is a plus.
Strong familiarity with Cost Plus, Firm Fixed Pricing and Time and Materials contracts.
Experience developing and using metrics in Program and Staffing evaluation.
Excellent written and oral communication skills.
Some travel required.
