GCCS J Program Manager 3 – 188990
Join Northrop Grumman and be a part of the winning team. We are searching for a Program Manager to lead both the GCCS-J Common Operational Picture/Situational Awareness (COP/SA) task order and the GCCS-J Systems Engineering (SE) task order in support of the Defense Information Systems Agency (DISA).

The successful candidate will lead the team in providing support for software development, software integration, exercises and fielding Subject Matter Experts (SMEs), and on-site SMEs with a team of over 100 personnel.

The GCCS-J Program Manager:

Directs all phases of the program from inception through completion,
Coordinates the preparation of proposals, business plans, proposal work statements, and operating budgets.
Establishes milestones and monitors adherence to master plans and schedules, identifies program problems and obtains solutions, such as allocation of resources or changing contractual specifications. Acts as the primary customer contact for program activities, leading program review sessions with customer to discuss cost, schedule, and technical performance.
Develops new business or expands the product line with the customer.
Daily customer interaction is required with visits several times a week to the customer site.
25% travel is required to CONUS and OCONUS locations.


Note: Because of the 2005 BRAC Commission report, DISA will be moving from Falls Church, VA to Ft Meade in MD. As a result of this mandated move, the GCCS-J PM position will transition from the McLean area to the Ft Meade area in early 2011.

Basic Qualifications:

BA/BS in Engineering, Computer Information Systems or related field;
Strong knowledge of DoD Command and Control operations;
Minimum of 4 years of program management experience;
Well versed in Earned Value principles;
Understanding of CMMI Level-5 concepts and Six Sigma;
Attention to detail coupled with the ability to quickly learn new procedures with minimal
supervision;
Must be able to work under pressure with multiple deadlines;
Secret Clearance
Excellent written and verbal communication skills;
Proficiency in MS Office suite tools and MS Project;
General knowledge of DoD acquisition;
PMP Certification.

The following are highly desired:

Masters of Science or MBA
Experience in managing DISA task orders
Systems Integration experience
Prior military experience
Understanding of GCCS Family of Systems concepts
Relocation Assistance Available. Security Clearance Required.
