Join a highly successful team at Northrop Grumman Information Systems (IS) Intelligence Systems Division (ISD) as a Contracts Administrator (CA). The CA Level 3 (CA3) position manages a workload in support of the Essex Systems Engineering Development Operating Unit (SED OU). Responsibilities include direct prime contract support; active lead role in managing cost proposal volumes; supporting proposal fact-finding and negotiation process. Sets up and maintains various types of contracts/task orders for the OU. Participates in new business strategies, identifying and analyzing risks and implementing a risk strategy for bid decisions. Reviews and analyzes government or commercial solicitations to understand and convey to Program Managers all relevant contract issues and to ensure that company proposals are fully responsive to prospective customer requirements. Prepares formal bids incorporating all relevant information and corporate commitments. Negotiates with customers and executes proposals and contracts on behalf of the Company. Oversees contract performance by monitoring budget, compliance documents, schedules, deliverables and recommends actions to ensure mutually satisfactory performance. Develops solutions to complex problems which require the regular use of ingenuity and innovation, consistent with organization policies and objectives. Have proven successful performance on multiple contracts and proposals. Must be knowledgeable of the government contracting environment and have direct experience in working FAR, DFAR based contracts. Familiarity with Intelligence programs and experience in DOD and restricted customer contracting environment also positive consideration. Minimum of six years of progressive 'hands-on' experience in administration and management of government contracts required. DOD TS/SCI full scope poly security clearance preferred. Qualifications: Master's degree or equivalent experience: Minimum Experience is 6 years with Bachelor's; 4 years with Master's--will consider 10 years of experience in lieu of a degree.
