Provide support to subject matter experts (SMEs) and Program Managers (PMs) developing documentation for project funding requirements and execution strategy development. This execution strategy will consider project approval requirements and funds classification, as well as available contracting vehicles or other methods of executions such as DoD labs etc. Once the project is approved and funded, work with the executing organization or contracting office, AFCEC FM personnel, and the responsible government technical representative to develop required documents for project execution including but not limited to project plans, statements of work, funding documents, etc. Workload will include approximately 25-30 projects per year including but not limited to criteria development/update projects and studies being executed by A&E firms, DoD labs, or other organizations; test and evaluation projects for new material, equipment, or procedures, or other special studies. Provide complete, timely, and accurate assistance on Operations Directorate technical acquisition packages, including but not limited to the following: (1). Provide technical engineering and acquisition strategy advice to PMs and SMEs, and make recommendations for effective project strategies based on project scope and complexity, available contract vehicles other execution methods, level of project definition, and other relevant factors. (2). Coordinate all technical SME and PM review of requirements and document project requirements. (3). Develop and provide quality control procedures and processes, and manage those procedures and processes necessary to ensure project packages are professionally prepared in a timely and consistent manner complying with applicable Air Force and DoD requirements covering planning, programming, engineering, quality assurance surveillance, funding and financial management regulations, processes, procedures, obligations, and published timelines. (4). Organize and coordinate Request for Proposal (RFP) activities with contracting, finance and the appropriate SME or PM; including, but not limited to, response to contractor requests for information and preparation of RFP amendments. Contractor shall organize, attend, and document pre-proposal meetings as required. Attendance shall be in person, via teleconference, or by on-line meeting as approved by the appropriate Program Manager. (5). Contractor shall provide timely, complete, accurate, and high quality technical evaluations of contractor or executing agency proposals in accordance with applicable procedures and evaluation criteria for all projects. Coordinate all technical evaluations of proposals with all stakeholders, prior to submission to the Program Manager for approval. Coordinate AFCEC SME review of proposal evaluations, discussions, and/or negotiations and document. Organize, coordinate, attend, and document project kick-off meetings when appropriate based on project scope and complexity. Attendance shall be in person, via teleconference, or online meeting as approved by the Program Manager. Provide performance oversight throughout the life cycle of assigned projects, to include but not limited to the following: (1). Ccoordinate project review meetings as appropriate based on project scope and complexity and subject to approval by the Program Manager. Provide meeting and trip report summaries highlighting project status, unresolved issues, successes, items of interest, etc. in a timely manner (no later than 5 working days). (2). Serve as the Contracting Officer Representative (COR) as part of periodic contract surveillance. Provide validation of project completion or reports to the appropriate Air Force Contracting Officer or Contract Administrator as required. Coordinate timely and accurate project and progress reviews, request for information responses, and other project issues with customer and SME or PM. (4). Provide technical engineering and funding advice as required to SMEs and Program Managers regarding recommendations for effective execution of projects and/or contract performance. (5). Provide, in coordination with the SME or PM, complete, timely, and accurate, modification packages and support all activities related to technical evaluation of proposals through the negotiation, and award activities of modifications as required, complying with applicable planning, programming, acquisition, funding and financial management regulations, processes, procedures, obligations, and published timelines. (6). Provide timely and effective recommendations for invoices to Air Force Contracting Officers. (7). Cordinate SME or PM support of project final acceptance where appropriate based on project scope and complexity. (8). Assist Air Force Contracting Officers by collecting the information and coordinating timely, accurate documentation of contractor performance data, for utilization in established Air Force contractor performance rating systems. |
