Northrop Grumman Information Systems sector is seeking a Senior Communications Network Engineer to join our team of qualified, diverse individuals in defining the future. This position will be located in Chantilly, Virginia. The qualified applicant will become part of Northrop Grumman's Public Safety engineering group, providing secure, reliable communications for first respondents.

Roles and Responsibilities:
* Lead the engineering and design of wireless data systems for Public Safety projects, including use of commercial wireless services and system development using commercially available equipment.
* Develop concepts of operations, perform engineering/requirements analysis to define requirements, and design wireless data systems.
* Establish and maintain vendor relationships. Develop Statements of Work for vendors. Prepare proposals and presentations related to public safety wireless data. Evaluate vendor proposals. Develop budgetary estimates of wireless system configurations. Analyze vendor proposals, including proposed designs and costs. Oversee subcontractor efforts for radio engineering, design, and implementation.
* Maintain technical expertise in all areas of wireless data systems and networks. Able to perform/understand radio propagation analysis. Familiarity with tower site selection process, RF spectrum issues, and licensing. Experience with interference analysis.
* Planning and execution of multiple complex tasks in a fixed price environment, with evolving requirements & aggressive development schedules. This encompasses both proposal development and project work. Candidate will interface with organizational, project, and proposal management, customers, and subcontractors.
* Candidate should also have background in several of the following system engineering disciplines: system requirements analysis, system definition and maintenance; functional analysis, architecture design and validation; design document development and review; test design and specification review; leadership of design reviews; risk analysis; and formal program review boards.

Minimum Qualifications:
To be considered for this position, you must minimally meet the knowledge, skills, and abilities listed below:
* BS in Engineering required, MS preferred
* 9 years of RF and Wireless technology network design * Detailed understanding/experience with commercial GSM and CDMA cellular wireless data services (GPRS, EDGE, UMTS, HSDPA, 1x EV-DO, iDEN)
* Detailed understanding/experience with wireless network protocols and equipment for PAN, LAN, WAN, MAN, including WiFi, WiMAX, MMDS, and mesh networks
* Knowledge and understanding of frequency planning and reuse, spectrum utilization, link budget analysis, interference and intermodulation analysis, antenna theory, transmitter and receiver characteristics
* Working Knowledge of the different phases of commercial wireless system deployment, initial design, candidate analysis, site construction guidelines and system optimization.
* Experience with public safety voice and data LMR radio design and implementation is desirable, including VHF/UHF/800 MHz conventional and trunked radio systems
* Strong working knowledge of IP networking princinples and Cisco hardware (routers, switches, firewalls, etc.) * Excellent communication and presentation skills
