Software Engineer 3 (IDM) – 188731
The GeoScout program in Reston, VA is seeking a Software Engineer to serve as an Identity Management engineer for the GeoScout GIMS project. Participate in the design, development, test, and debugging of several infrastructure capabilities including identity management, policy management, access control and PKI. Develop a comprehensive understanding of the key technical designs and implementations in order to assist with the integration with other development teams and serve as a subject matter expert and the technical point of contact for these capabilities to other GeoScout development teams, management, and the customer. Additionally, assist in documenting the administrative functions performed using the IDM applications to provide a System Administration Guide to the O&S Team. Plan, conduct, and coordinate software development activities. Design, develop, document, test, and debug software that contains logical and mathematical solutions to business/mission problems or questions in computer language for solutions by means of data processing equipment. Apply the appropriate standards, processes, procedures, and tools throughout the development life cycle. Apply knowledge of computer hardware and software, subject matter to be programmed in business/mission applications, information processing techniques used, and information gathered from system users to develop software. Correct program errors, prepares operating instructions, compiles documentation of program development, and analyzes system capabilities to resolve questions of program intent, output requirements, input data acquisition, programming techniques, and controls. Ensure software standards are met.

The following are the basic qualifications for this position: Must have an active TS/SCI security clearance. Bachelors degree with five + years of technical experience developing web applications and integrating COTS products. Strong organizational and communication skills and able to effectively work with developers, managers, and customers. Must be familiar with one of the following Identity Management (IDM) concepts: Single sign-on, Meta-directories, PKI authentication, Access Control Lists (ACLs) and LDAP.

Asset to have familiarity with Microsoft Identity Lifecycle Management (ILM); SunOne LDAP; RSA Access Manager/ClearTrust; Oracle Access Manager (OAM); Oracle Internet Directory (OID); Oracle Identity Federation (OIF); Oracle WebLogic Server/Portal; Service Oriented Architecture (SOA) concepts; IBM XI-50 Datapower; COTS integration experience. Experience with large programs with CMMI Level 5 processes. Rational ClearCase and ClearQuest.

Final grade determination will be made based on qualifications of the selected candidate Security Clearance Required.
