Subcontracts Administrator 2 – 188123
Northrop Grumman Information Systems has an immediate opportunity for a Subcontracts Administrator in support of its Ground Forces Information Systems OU. This position will report directly to the Business Unit Subcontracts Manager and is responsible for overseeing aspects of the Subcontracts function. The successful candidate will operate as member of a team overseeing subcontractor performance and must be able to provide responsible advice and counsel on a wide range of subcontracting issues. The successful candidate will possess knowledge and understanding of government contracting regulations and best practices, ability to develop, communicate, and implement subcontracting strategies and plans in accordance with individual program strategies and objectives, proposal experience, capability to analyze RFP and Statement of Work(s) for risk and assist in developing risk mitigation strategies, proven ability to review and evaluate proposals, price/cost analysis, source selections, and develop negotiation plans. In particular, this candidate must display in-depth knowledge and understanding of the intricacies of firm-fixed price, international, construction and hot zone contract vehicles.

Position Summary/Responsibilities

Drafts and administers resulting subcontracts including any award fee provisions. Monitors supplier performance as part of a supplier management team and implementing corrective actions as required. Adhering to tight deadlines and being able to make decisions in a timely manner, offering guidance and working cooperatives with a multitude of organizations ranging from technical, program, finance, contracts and security for seamless administration.

Requirements

Associate degree desired and/or equivalent experience to include at least 3 years experience in subcontract administration with a bachelors or 1 year with a masters, or equivalent experience in a related field. Candidate must have demonstrated strengths managing suppliers in a large complex program through all phases. Candidate must possess knowledge of the FAR/DFARS and associated Federal Contracting regulations. Candidate should possess the ability to apply sound judgment to problem solving, strategy development and supplier relationships in addition to organization, verbal and written communication skills.
