Northrop Grumman Intelligence Systems Division/Cyber & SIGINT Business Unit has an immediate opportunity for a Subcontracts Administrator in support of Information Operations Operating Unit. The desired location is Northern Virgina.
You will be responsible for a portfolio of subcontracts supporting one or more high profile programs. The successful candidate will operate as a member of a team overseeing subcontractor performance, provide responsible advice on a range of business topics, possess understanding and application of government contracting regulations and best practices, proposal experience to include RFP and SOW development, proposal review and evaluation, price/cost analysis, source selection, negotiations and award.
Responsibilities include: Managing subcontractors to achieve program goals and objectives, maintain strong supplier relations and ensuring compliance to company policies and procedures. Developing subcontracts, modifications and teaming agreements, determining appropriate flow-downs, negotiating T's & C's, and subcontract provisions. Coordinating and implementing Contract OCI Plans with Subcontract Team. Identifying and resolving risk issues. Monitoring supplier performance and implementing corrective actions as required. Making decisions and meeting deadlines timely. Offering guidance and working cooperatively with individuals from technical, program, finance, contracts and security… for seamless administration. Participate in strategic formulation, teaming arrangements, past performance, and capture/proposal activity. Team with Business Management to facilitate invoicing and payment. Issuing and maintaining CPSR compliant files for all programs.
The following are the typical qualifications for this position: * 6 years + BA/BS or 4 years with a Master's degree or related experience. 10 years of related experience may be counted in lieu of the degree. * Candidate must have the following skills: Demonstrated strengths managing Subcontractors on fast-paced programs; knowledge of the FAR and industry practices; evidence of ability to apply sound judgment to problem solving and strategy development; ability to develop strong professional relationships with internal and external customer; exceptional organization skills, verbal and written communication skills and strong negotiation skills. * US Citizenship Required, and must be able to obtain a TS/SCI w/ Poly Clearance
