The Integrated Intelligence Systems (IIS) Business Unit of the Intelligence Systems Division (ISD) has an immediate need for a Senior Subcontracts Administrator. This position will report to the Operating Unit Manager of Subcontracts and will be responsible for leadership and oversight of subcontracting activities for the Intelligence Analysis Operating Unit. The OU is responsible for programs supporting the National Geospatial-Intelligence Agency and other Agencies that require Airborne Imagery Collection, Mapping and Surveying. The successful candidate will work as a member of the management team and must possess in-depth knowledge and understanding of government contracting regulations and best practices, ability to develop, communicate and implement subcontracting strategies and plans in accordance with overall business strategies and objectives, broad proposal experience to include expertise in strategic sourcing, make/buy decisions, RFP and SOW development, proposal review and evaluation, price/cost analysis, source selection, negotiation and award.
Candidates must possess recent, relevant program experience managing subcontracts ranging from engineering services to software/hardware development to production. FFP experience would also be relevant to this position. Further, the candidate must be able to work effectively across functional and program management with a geographically dispersed team. Candidate must demonstrate very strong interpersonal and communication skills, apply strategic thinking to problem solving, act collaboratively, and proactively contribute to the program management team. The candidate must possess the ability to mentor and oversee professional development of a growing subcontracts team. SAP experience desired.
Responsibilities include: working as part of an integrated management team to achieve AOP goals and financial objectives, supporting integration of the business unit into division and sector common procedures and processes, ensuring compliance with public law and the FAR, monitoring subcontractor performance and building strong supplier relationships. The position will actively support new business capture and program execution, serve as strategic advisor to the OU and assist in the development and implementation of subcontracting strategies that maximize effective subcontractor management.
The position will be based in Northern Virginia area with travel as required to meet business needs.
Minimum Qualifications:
Bachelors degree with 6 years progressive contracts/subcontracts management experience..will consider experience in lieu of degree
In-depth understanding of subcontracting policies, procedures, regulations
TS/SCI clearance or the ability to obtain one
Strong organizational and leadership skills
Strong interpersonal and communication skills
Strong mentoring/ employee development skills
MBA and/or CPCM desirable
