Subcontracts Administrator 4 – 188351
Candidate will be responsible for the full range of lifecycle subcontract administration from RFP/RFQ analysis, proposal preparation, negotiations, subcontract award, subcontract performance and closeout in the Advanced Public Services (APS) Business Unit of the Civil Systems Division (CSD). The individual must be highly organized, flexible, and must be able to effectively interact with all levels of staff and management, both internal and external. The perfect candidate will be able to support both our internal and external customers in a proactive and positive manner. The individual will support major business proposal initiatives by supporting the source selection process, recommending negotiation and subcontracting strategies, and analyzing and evaluating proposals.

The following are the Basic Qualifications for this position: A BS Degree in a related field with 10 years experience (years of experience may be considered in lieu of degree). Knowledge of subcontracting principles, concepts, and techniques must already be mastered. Experience with all types of Federal Government contracts and associated subcontract agreements are required. Expertise in working with the FAR, as well as the ability to decipher and perform under the guidance of defined Northrop Grumman procurement policy and procedures is a requirement of this position. Experience is required in the following areas: proposal support experience; negotiating subcontract agreements, teaming agreements and non-disclosure agreements; mentoring junior teammates; nurturing relationships with subcontractors; and developing and delivering presentations.
The ability to perform multiple complex tasks simultaneously and the skill-set to work independently with minimal supervision is a must. Strong written and oral communication skills are a necessity.
