Business and Policy Analyst – 188549
Serve as integral member on the Northrop Grumman Federal Emergency Management Agency (FEMA) Defense Production Act (DPA) support team. It is anticipated that this new, contingency position will be in conjunction with a competitive contract that is scheduled to be awarded in the January 2010 timeframe. This engagement will entail comprehensive program support to the FEMA DPA Director who is responsible for developing policy, regulatory and legislative advice to FEMA and other government officials who are responsible for administering DPA authorities. Candidate must work with limited direction on complex assignments entailing frequent and direct contact with the FEMA DPA Director. Essential functions include: drafting of DPA policy and guidance documents; drafting of reports and analyses to be provided to Congress and the Executive Branch; preparing coordination summary memoranda, talking points, position papers, and other information papers; and document management and meeting coordination.
Position requires minimum of 3 years of project-based work experience. Strong skills in research, policy analysis, and in building professional working relationships with customers, team members, and subject matter experts. MS in Public Administration, Public Policy and Management, or equivalent strongly preferred. Must be able to obtain and maintain a security clearance at the Secret level. Applicants should have experience in Federal agency issue analysis and a working knowledge of the congressional process in order to support coordination of legislative and policy initiatives. Additional requirements include: knowledge of interagency relationships to build interagency consensus on new policies and guidance, professional work experience in the analysis and formulation of program policy development options for reports to senior management, knowledge of the legislative and oversight processes of Congress in order to develop legislative initiatives, and skill in writing to develop analyses, position papers and other reports. Knowledge of emergency preparedness programs is desirable.
Typical Minimum Education / Experience:
5 Years with Bachelors in Science; 3 Years with Masters; 0 Years with PhD. Security Clearance Required.
