Northrop Grumman Technical Services sector is seeking a Operations Research Analyst 5 to join our team of qualified, diverse individuals in defining the future. This position will be located in Arlington, Virginia. The qualified applicant will become part of Northrop Grumman's Team Supporting Joint Staff Analytic Agenda and Deliberate Planning Support Services Roles and Responsibilities: * Member of a team providing:
Support for DoD Analytic Agenda to include the Multi-Service Force Deployment (MSFD) process; studies and war games; and the development of Analytic Baselines.
Apply mastery level skill in advanced analytical, mathematical, or statistical techniques related to statistical analysis, parametric and non-parametric analysis, computer modeling, simulation, decision theory, mathematical programming, regression analysis, and economic analysis.
Perform studies, analysis, and assessments of programs, processes, doctrines, policies and strategies, and provide the customer guidance, advice, and recommendations to support implementation and revision of the Defense Strategy. Support coordination of the Defense Strategy with the Planning, Programming, Budgeting, and Execution System (PPBES) cycle. Review and resolve issues with Defense Planning Scenarios.
Draft, coordinate, and maintain emergent COCOM OPLANs/CONPLANs. Conduct out-of-cycle reviews of COCOM OPLANs/CONPLANs to support OSD Contingency Planning Guidance.
Provide an objective assessment and course of action recommendations of draft plans. Provide an assessment, and recommendations of planning guidance publications developed by OSD and the JS to include intelligence information.
Review courses of action presented by the Services, Service component commands, DoD agencies, and military organizations to assess adequacy of resource and force generation plans toward achieving DoD's goals.
Support drafting of operations annexes.
Provide expert deliberate planning in support of the Joint Planning Process. Develop and maintain operations plans, concept plans, and functional plans in accordance with the Joint Strategic Capabilities Plan, Guidance for Employment of the Force Contingency Planning, and other planning directives.
Provide support for emergent Time Phased Force Deployment Date (TPFDD) updates to support out-of-cycle OPLAN/CONPLAN reviews.
Minimum Qualifications: To be considered for this position, you must minimally meet the knowledge, skills, and abilities listed below: * Bachelors Degree * 14 years work experience of joint technical program experience or related professional experience (or 8 years with a Masters Degree in Operations Research) * Position requires a current TS/SCI Clearance
Preferred Qualifications: Candidates with these desired skills will be given preferential consideration: * Experience serving on the Joint Staff or other staff particularly in the JS J8 * Experience with DoD customers * Experience with JCIDS (CJCS 3170) and/or the Analytic Agenda This position is contingent upon contract award, budget, and/or customer approval.
